Navigation Simulation Study to Investigate Ship Access to a New-Build Jetty

ASPM Ltd, Nigeria have constructed a new fuelling jetty in the Apapa Channel, port of Lagos. The project’s key objectives are to enhance maritime ship and port safety risk by establishing the largest vessel that can safely access the jetty given specific environmental and operational conditions.

PROJECT SUMMARY
Project start: May 2017
Project completion: Oct 2017
Sectors: Maritime
Project location:Port of Lagos, Nigeria

ASPM Ltd, Nigeria have constructed a new fuelling jetty in the Apapa Channel, port of Lagos. The project’s key objectives are to enhance maritime ship and port safety risk by establishing the largest vessel that can safely access the jetty given specific environmental and operational conditions.

CARES Maritime Division was commissioned:

  • To design a bespoke, real-time and evidenced navigation simulation structure to assess ship tanker access to the ASPM fuel jetty.
  • To train and expose two NPA pilots (observed by the Lagos Harbour Master) in ship-handling for arrival and departure manoeuvre scenarios.
SERVICES PROVIDED:
  • Provide: A 3 day Full Mission Bridge Simulator capability.
  • Create: A bespoke navigationally accurate and up to date electronic chart of the port of Lagos.
  • Design and Plan: A Scheme of Work to meet the project aim and objectives and design/outline the conduct of the simulation.
  • Provide: Evidence-based proof of the maximum length overall (LOA) ship tanker that can safely access the jetty berth.
  • Training: Provide ship-handling exposure, advice, feedback and assessments to two local Nigerian Port Authority pilots in conducting and executing arrival and departure tanker manoeuvres.
  • Highlight: Key port management and ship-handling ‘enabling activities’ (e.g. tug support and ‘weather envelops’) that are required to achieve safe jetty access.
  • Provide: A fully comprehensive final and written report (including 2D video ship-handling recordings) to highlight the project observations, outcomes and recommendations.
