Review Irrigation Scheme Designs, Design of Seed Farm, Tender Support and Construction Supervision.

The Ministry of Agriculture (MoA) is implementing the Expanded Rice Production Project (ERPP) in Morogoro region, with funding by the Global Agricultural and Food Security Program (GAFSP) and supervised by the World Bank. The objective of the project is to increase the productivity and production of rice among smallholders in targeted areas and contribute significantly to improving food security and increasing incomes for large numbers of low income, rural households. The project has four main components:

  1. Sustainable seed systems
  2. Improving irrigation and crop management
  3. Innovative marketing strategies
  4. Project management and coordination.

Phase I of the assignment involves a design review of four irrigation schemes, which were designed by the National Irrigation Commission (NIRC), design of the Kilangali Seed Farm, preparation of tender documents and participation in the tendering process.
Phase II will involve supervision of the construction/ rehabilitation of all five irrigation schemes.

SERVICES PROVIDED:
  • Joint Venture with Edge Engineering & Consulting Ltd, providing key staff, including: o Team Leader; o Civil/Irrigation Engineer (Assistant TL).
  • Coordinating the work and ensuring adherence to the agreed programme, communicating between the team and Client, leading the preparation and submission of reports and deliverables, managing relationships with client, contractor, local government and other stakeholders, preparing workplans and technical support to the team, site visits, monitoring progress, value engineering and institutional arrangements.
  • Undertaking reviews and updates of design and cost parameters, selecting most appropriate schemes for development and recommending for implementation, conducting site inspections to determine survey scope, performing hydraulic analysis to size canals, gates, weirs and other structures, preparing BoQs and cost estimates for financial analysis.
