The FSA ‘Step’ structure employed was adapted from the International Maritime Organization’s methodology. It delivered a systematic process, aimed at enhancing maritime safety risk levels, including: protection of life; health; the marine environment; property; and revenue generation.
CARES Maritime Division was commissioned:
- To design, conduct and report an inaugural, bespoke and independent audit FSA process for the port of Lagos. The methodology was based on the challenge statement – ‘to assist with keeping the main channel open to ocean-going commercial vessels’.
- The Protection Function Impact Categories adopted were: People; Environment; Assets; and NPA Reputation/Business continuity.
- To lead a Core Project Team that comprised primarily of Nigerian Ports Authority staff in order to generate FSA process ‘skills-transfer’.
- The FSA delivered a total of c57 recommendations (Management & Operations, Procurement and Corporate processes) for NPA Executive consideration.

Step 0 - Scoping (eg Gap analysis/‘as is today’ audit and customer engagement).
Step 1 - Hazard Identification (eg type and causes)
Step 2 - Risk Analysis (eg Risk Management software and Impact Categories).
Step 3 - Safeguard Identification (eg risk control measures).
Step 4 - Cost Benefit Analysis (eg multi or single benefits).
Step 5 - Observations and Recommendations.
Create: Bespoke Risk Management System software to compare and establish high, medium and low risk analysis statements based on ‘most likely’ and ‘worse case’ scenarios.
Provide: Routine and regular (Quarterly) project progress updates to NPA Executive.
Provide: A fully comprehensive final written report to highlight: the project observations, recommendations and where appropriate, offer potential ‘next step’ considerations
